Gentlemen,
Here is a rhetorical question for you. How do you think that state of charge is determined?
The answer is by the average voltage level of the battery. The cell voltage is directly related to the state of charge and depending on what kind of battery - AGM, flooded, gel, the voltages are slightly different. All SOC displays us battery voltage to determin SOC. The only problem is you can't tell what the actual battery voltage is if you have solar - unless you disconnect it or there is no sunshine.
So, Xantrex gave you everything you need to program the AGS to start at a particular SOC. Here is a link to an article on AGM's that has a SOC table http://www.windsun.com/Batteries/Battery_FAQ.htm . Just look up the voltage for the SOC you want the gen to start and program that into your Xantrex AGS and you have exactly what you are asking for without any kludges.
Lastly, I'm not surprised at all that the Xantrex tech support didn't discuss this with you. In my experience they have been unable to tell me anything that isn't already in the manual.
