Actually there is a "work around" for even that issue. They get the Federal EPA to sign off on an exception for air quality standards and then they get by the interstate commerce issues.

CARB has legislation in place now that will severely impact the diesel motors on refrigerated trailers set to take effect Dec. 31, 2008. They are hoping to get the EPA to sign off on it and that would give them the end around on the challenges that would come from interstate truckers running into and out of California.

If successful they would apply the same strategy to this proposed legislation. Simply get the EPA to sign off on enviromental air quality standards.

I have quite a few friends that are truckers and Mowermech got this right - it affects commercial trucks, not light duty or RV's. If this passes, I'll feel very sorry for the small independent truckers as they are the ones with trucks 5-20 years old. All the big outfits lease trucks and get new ones every two years when they hit 150-200K miles.

One thing CARB can't control is vehicles that are owned outside of CA and simply operated here on a part time basis - ie: deliveries. What CARB will do is drive the remaining large trucking firms out of state along with their share of taxes.

California has been trying to enact the same type of bill for heavy cranes, farm and construction equipment but to the best of my knowledge, that has not yet come about.

I fail to see clean air as being a bad thing. By the way, I spent 30years in the Asbestos Workers Union, working in coal fired powerhouses, refineries and steel mills along with some jobs a bit more healthy. Mark.

Joel, they didn't need to do anything to keep me away from CA, attitudes like you have here were enough for me. We need to clean up the air period, but not penalize those that bought something in good faith?

What attitude? If you don't want to come to California then that is both your choice and your loss. This is a beautiful state with a lot to offer. If you choose to boycott it because we choose to clean up our air that is your choice. I'm happy to have you and anyone else visit, but if you don't want to come, don't come.

Its been claimed it was cost prohibitive clear back to the early 70s, but for the most part industry and the public haven't managed too bad. The pictures of smog shrouded cities in China today, were our big cities then. Granted our cars and trucks are much cleaner today than the 70s, but there are 3-4 times as many today with no end in site. Mark

I hate this State, but I really like it here. Guess I'll stay. I remember smog alerts, when you could barely breath, your eyes watered, and you couldn't see the hills a mile away. Don't remember any smog alert in the last many years, and I still like in the same basic area. Somebody is doing something right. I miss my Olds 98 with a 454, zero to 60 in a blink of an eye. Starfire convertible, with a monster engine. Now I putter in my 6 cylinder Saturn Vue. But I can drive with the windows open if I wish. If cleaning some the the diesel helps, go for it. But lets start with the school buses, trash trucks, and other government plated vehicles. No exemptions!!! Guess I'm just pipe dreaming, hoping to pass the good life on to the kids. Happy Trails to all.

The problem with CARB, SCAQMD and EPA is that they are mandated to reduce pollution and pollutants. Mandated to reduce. Period. Not to a certain level, just to reduce. They have no mandated stopping point, and therefore, no logical point at which they discontinue reduction of pollutant standards.
