I fill my fresh water tank untill the overflow hoses begin to dump the excess water. They start to overflow at the exact same time that the gauge shows FULL. I immediately turn off the fill hose at this time. It seems to me that the overflow hoses should run out a gallon or two of water and then stop running. In my case they dump 1/3 of the tank every time. They run out water for a long time(untill the gauge says 2/3). Is this right? Can I only carry 2/3 of a tank of fresh water?

Either your air vent may be plugged, allowing the tank to fill, then immediately siphon (somehow I doubt that), or the sensor is mounted in the wrong place. Can you actually see the tank? Is it actually down 1/3 or is that just what the gauge says?
Remember, if the "full" sensor is uncovered, the tank lights show to be the next level down, so it could be just slightly below full, but reading 2/3.

Sounds like you could have a siphoning problem. Maybe it siphons down to where the water level equalizes with the outside end of the hose. And, maybe you can shorton the overflow hose on the outside, or maybe even try to pull it out of the tank a little more.

This is a common problem in most National RV products! Though I have not heard of it commonly in other makes! When I overfill my water tank I will lose about 1/3-1/2 if not careful! I look for the first sign of overflow drops then quickly turn off the water before it releases too much and causes the siphon effect!
Here is a link to the NRV thread that discusses this issue! Perhaps it is the same for your coach!

You could add an anti-siphon loop with a vent line to prevent the problem. It essentially consists of a running your overflow line above the two ends and inserting a tee with a vent line running up.

This has only happened to me when I forgot to turn the water off while it was filling and it overfilled. When this happens you pressurize the tank too full and then it siphons the water out till the pressure is reduced. Best to watch when filling and when you see the water level in the tank near the top shut the water off. Why fill to the maximum anyway? I only carry 30-35 gallons when traveling and fill it at my next stop if going to be somewhere that I need a full tank and no city water hookup.
