Lincoln's New Salem State Park is near Petersburg and about 20 miles from Springfield.

It will be summer and the A/C will drown out any highway noise. We stay at Double J when in the area.
Be sure to take in the Lincoln Museum in Springfield.

We have stayed at Double J a couple of times and I honestly can say I never noticed the highway noise.

Lincoln's New Salem State Historical Site campground is about 20 minutes drive NW of Springfield near Petersburg IL. It's electric only with water, sewer dump, and shower house. Haven't kept up on occupancy this year but last year it only filled during the Bluegrass Festival in Sept. Might be able to get a site there during the fair.
West of Springfield about 30 minutes is Jim Edgar-Panther Creek SP. Nice campground, fairly new. Fills a lot of weekends but usually open during the week. Some full hook ups (W/E/S) with the rest electric only. Water available, sewer dump, nice shower house. Very quiet.
SE of Springfield about 20 minutes is Sangchris Lake SP with 2 campgrounds. Hickory Pt fills almost every weekend. Deer Run usually has sites except for holiday weekends. Electric only hook ups. Water available, sewer dump, shower house is at Hickory Pt. Good fishing.
Double J is OK but right on I-55 and about 20 minutes from the fairgrounds. Owners are very particular with conduct of the campers.
Close to Double J, further off I-55 is the KOA. Can be difficult to find if you miss the signs. Quiet.
Mr Lincoln's Campground is on the south side of Springfield in town. It's OK for a stop over. Easy to get to.
Carpenter's Park Campground is about 5 minutes from the fairgrounds. They've done some improvements last year and it's an OK park. Fills during the fair.
If you want to camp on the fairgrounds during the fair there are sites but you should reserve now. Very close together sites.

I would camp on the fairgrounds.

See: State Fair Camping

The campsites are small and close together but there is an air conditioned shower house and you reason for being there is to go to the fair. With good planning you shouldn't have to leave the fairgrounds for anything. Everything you'll need is available at the fair.
