The trailer in the first pic is a late 90s Nomad. I had a trailer with the same color scheme.
I saw a similar rig last summer at a local canoe park. It looked very strange to say the least. Also like someone else mentioned, you would need a step ladder to get in the thing.
Other than the uniqueness, I don't really see the advantage of such a setup. JMHO.

I pulled a 28ft boat with a 1/2 ton van!
Don't you mean a ship?
Do you know what that 10 wheeler can haul? Especially one set up for a concrete barrel.
Ok, well it could pull a 42ft sportfisherman with no problems.
A LOT more than a boat!

maybe you have a old cab and chassis, and a good buy on a trailer with a damaged tongue or tweaked chassis, or have the trailer and a good deal on the truck...
another possibility the guy has a wrecker business and has almost nothing in either but put together becomes useful to him...
I have seen some strange things along the road, these almost look professional compared to some... like two front wheel drive vans cut in half and welded together so it could be driven from either end... or the old Chevy that had a motor in the trunk connected to the motor in the front... the rear motor was somehow converted into a very large air compressor...
and then there is this stretch limo...
