Cables will work on the outside only. As will std chain chains. If you have to chain up the truck, at least per Washingtons laws, you will need at least "one" chain on the trailer assuming it has brakes. Altho from my experience, I prefer two chains on the same axel of the trailer vs the st requirement of one. A little better down hill control.
I believe Or and Ca have the same or similar rules. I would imagine other states in the mtn regions to be similar also.

Many states when chains are required to install chains on the trailer.
Surprised you would be taking I-90 rather then going through Oregon on I-84. Yes, depending on what part of WA. you are leaving from.

Make sure that you actually try on your chains for fit. I had to try 3 different sizes to find one that would fit, even though they were listed for my tire size.
You are only required to have chains on the outboard tires.

OOHH, confusion abounds here. OP says he is leaving on Sept27 and the post is Oct 6?
If you are leaving in October, I seriously doubt that you will run into much trouble. If it does start snowing, just hole up for a few hours until the DOT can clear the roads and be on your way again.

When running my telephone co. bucket truck, we only ran chains on the outside tire. But as other posters stated when chaining up out West and you are required to do so, drag chains are also mandatory. Personaly if it was me, i'd pull over and wait the situation out.

4x4 in Washington the tow vehicle does not have to have chains but the trailer must have drag chains on GCVW over 10000 lbs. It is not overly enforced as they do in other states.

Should the drag chains be on the front or rear axle of a triple axle trailer?
We subscribe to the "hole-up" theory, but sometimes we "have to get there" because we are contractors.

you will want to Google washington state department of transportation and you will find the requirements for chains and there should be diagrams as to where those chains have to be.
Also listed, will be the requirements for carrying chains. I believe it is seasonal, not sure of the dates, but you might be required to carry chains even if you don't have them.
I went skiing quite a bit last year and the troopers will park in the middle of the freeway. They look at every vehicle that goes by and if you try to go past without the proper equipment for your rig, they will pull you over and ticket you.
This happened a few times last year, but then again, we had record snowfalls.
