We are full timers and with the market in a nose dive are thinking about doing work on the road.
I went to the volunteer.gov website and there are loads of positions there. My dumb question is - Are volunteers paid or are these positions for people who can give their time for free?
Thanks for any help you can give.

Most Volunteer positions are non paid (ie; Volunteer). You may however receive your site as compensation for said Volunteer duties. Volunteer positions are a set amount of time/hours usually much less than Workamping/paid positions thus resulting in your site only. A good example are Calif. State Park Hosts.

Volunteers for most gov jobs are not paid other than free site and sometimes a small stripend of maybe 8 bucks a day. Workcampers are paid position. Pay for workcamping varies greatly.

I talked to a camp host at Conconully State Park, WA last week. He gets a free full hookup site for 23 hours work per week between him and his wife. No pay.

Most often than not, you get full hookups but no "pay". You get the tax benefits of writing things off as well.

My wife and I have been volunteer park hosts for the Oregon state park system, San Luis Obispo County park system and this year, the California State park system. Oregon requires 20 hrs per week for a couple or, 30 hrs for a single person. San Luis Obispo county is 20 hrs per week and California is 20 hrs per week. These are all non paid positions but you get your hookups for free. The bottom line is, they all save a lot of money by using volunteers and they treat you well.

As Firedude stated, the volunteer posions are mostly unpaid, some goverment an state posions do pay a small stipend. The wife an I preferr doing volunteer host jobs. Free fhu`s an have lots of time for ourselves to do what we like. its a win - win option for us an we have never a bad experience at these places.
