Many thanks for this info. I will investigate Monday. The property is definitaly inside the city limits. I wonder why the police did not know of this ordnance. I was told there was nothing they could do. Perhaps I talked to the wrong sgt on duty.
Where I live, we have to work via Code Enforcement. It may be a different department than where you are going.

Just park your RV and use it to block the light....
When the RV is gone your gone when you are home the RV will block the light.

FYI the pellet gun is probably a felony and you have to hit the filament not just the glass which can be hard (so I here). (Why are the best solutions always illegal?) But if illegal options are on the table I recommend a potato cannon

The legal system way is the best way to start (even if they can’t help you will learn what retaliation is legal), along with the fence.

To keep them from altering the fence put it 2 feet into your yard so you have room to maneuver behind it and paint it any color you choose, send them a certified letter stating that the fence is 100% on your land and put a game camera on it to catch them if they touch it and press charges, while you are at it point some cameras at their house, fake or real it doesn’t matter

If you have no legal means to correct the problem they won’t have any to stop you and you are open to retaliate any way you want, I had a different problem and my county code only allowed a 6 ft fence unless a variance was granted

Options

Use a loud generator to power brighter lights

In areas with pigeons toss bird seed in their yard, on their roof every day.

If legal to have chickens and roosters get the roosters and put them next to the new wall

Breed pit bulls

(My childhood favorite) Spell out words in their lawn with fertilizer, in a week or 2 the lawn will green up in those spots and take weeks for them to get rid of it

Make sure you toss the bird seed in the lawn; even the seed that claims all seeds are inactive will have some that will grow weeds

If they spend any time outside fertilize your lawn with manure on any big events they might have (better yet get a donkey they are loud and smelly)

Become the one house on the block that goes nuts with the holiday decorations and sound track (note loud is good but repetition is better… I’m thinking grandma got run over by a reindeer on constant loop from Halloween to the super bowl)

Park on the street in front of their house (perfectly legal if parking is allowed) when confronted tell them you like the extra security all the lights provide for your car

Put in a strobe light or disco ball (shield it from your place)

Shine a black light into their yard, they might think its cool at first but it gets old fast

Plant trees

Put a deer stand in a tree facing their house, put a dummy in it that is holding binoculars

Get a cell phone signal blocker and turn it on every time you see them on the phone

This is just a start the internet can get you many more creative ideas, you will need to check what is legal in your area.

I do not recommend any of these ideas

I have to side with the neighbor on this one. The fact that they have the lights aimed specifically at your home indicates that they know that you are the ones that have been breaking into the neighborhood houses.

UPDATE; I contacted the city zoning department on Monday and found out that there is a light ordnance on the books. The lady was unsure if it applied to private property or just to street lights and businesses. She said she would contact the code enforcement dept. and they would investigate. Today a Sgt. from the police came out and I explained what had happened and showed him the light (s) and the fence I hade started to construct (I did not mention mmy suggested paint scheme). He will contact the other persons at their place of business since they are only home in the evening and sleeping then. I will report the results. Thanks to all for your suggestions and comments and concern. You are a great bunch.
