Can someone tell me if there is another fuse panel other than the 2 under the hood on the passenger side firewall? my 12 volt outlets have stopped working and i think it is just a fuse but i cannot find it.

There is another fuse panel under passenger side airbag/glove compartment.

You will need a 10MM nut driver or socket with an extension to remove the lower dash panel to get at the fuses. Nice design Chevy.

If you are talking about 12V outlets in your coach body rather than those in the chassis cab, my guess would be they are powered by your coach battery and go through a fuse box in your coach, not the ones in the C5500.
My 2006 Gulf Stream C5500 Ultra, which is very similar to their Endura, has a 12V fuse panel near floor-level below the fridge. It uses standard automotive fuses.

I had the same problem on my 2006 C5500... the 2 12V plugs on the right side dash (passenger)stopped working. I had to replace the fuse.
The fuse panel you're looking for is located on the lower-half of the passenger side dashboard. It's not labeled, though--just a piece of black plastic about 12 inches wide by about 8 inches tall. There are 2 metric (15mm?) bolts which hold the cover on the dashboard. Unscrew them, and the panel will come off.
