I am looking for some information in regards to the location of state rest stops along Interstate 15 from San Berdo county up to Idaho, is there a website that displays these rest areas?
Any recommendations will be appreciated.
Thanks.

The Caltrans site shows all the rest areas in California and their status.

Very few actual state run rest areas along that route, given the length of it.
California has two, but one was closed for long term repairs the last time I went through there around Christmas of '07. One was between Barstow and Baker, the other between Baker and the NV state line. I think it was the northern one that was closed.
Nevada - none
Utah only has 3 at the moment. There is usually one at the state line near St George but it was closed due to road construction last week when I drove through there. The first open one is one near mile post 42 just south of Cedar City. There is another around mile post 90 IIRC, just north of Parowan, and there is a 3rd one up north near Brigham City.
In other areas, the state of Utah has gone to "Rest Stops" where they partner with gas stations and pay them a fee to keep their rest rooms open 24hr/day and allow travelers in with no purchase requirements or hassles. Works OK for me, but not quite as easy on/easy off the Interstate as a regular rest area. IIRC there are 2 of these Rest Stops, one in Fillmore, the other near Cove Fort.
Idaho has one rest area just north of the Utah state line. I haven't been up there recently, so not sure it is open right now or not. Not sure about farther north than that, as it has been a couple years since I have been up farther.
Lots of towns with gas stations and fast food that have rest rooms along 15, so you should be able to find something.

Idaho's rest stop just north of the Utah border is a very nice one. Scenic, clean, many of the walks etc. are brand-new, and there is tourist info, including maps, available. Yes, it's open.

I just got the desk top 2009 up date for my Garmin, you would think that they would be listed on there program, but I sure couldn't find them.
