I had the problem a few weeks ago and surging turned into stalling under load or not. I changed fuel filter didn't help was ready to give up and take it to a wrench but had to check it one more time. I had seen the carb. has and elevation adjustment under the fuel bowl which I advanced to 10K foot and it smoothed out in seconds then I put full a/c load on it still smooth but after a few min: it started to surge a small amount so I adjusted it back to 500 foot mark and has run fine since. I would try that!!!!!!!!!!!!!!
I do live with in 500 foot elevation here in N.J. you may have to set it up for your elevation.
I had checked the manual and they only say if it is not set for your elevation the motor may run SH..TY. Not there qoute but mine.

In July we made a 3300 mile trek to Yellowstone and elsewhere. Found that when changing altitudes, it was a must to adjust the altitude adjuster on the side of the carb regularly to avoid surging and stalling.

It was 100 degrees outside running across Kansas and into CO. 6 of us in the MH. Needed the roof AC. Worked perfect at first, then started the climb across KS. Panic led to frustration since I just had the Gen serviced at Onan in Saint Louis. On my 4th trip out to the Gen I saw the lever to adjust it. Yeehaa.

I recently had a little surge problem. Found a loose spark plug wire.
