Based on what you've said... and her age and size... the best ATV for her is the 400ex or equivalent... for sand or trail. It is the best all around machine for her... and will give her many many years of riding enjoyment. It's not too powerful like the 450 class machines... but yet is much more capable in the sand than the 250 class machines. It will lug on the trails if that's where you ride as well. My 14 yr old daughter has been riding a 400ex for two years... mostly in the sand. I don't think you will ever regret going with the 400ex. IMO the perfect bike for your situation.
Good luck!!

For sand or desert, I would get her an '86-'88 TRX250R 2-stroke. Light, fast bike that handles great.

I would start her out on a Raptor 250 which will give her a great intro to a sport quad but without an excess of power. My 13 year old loves his 250 and it has been bullet proof so far.

Yamaha 350 Raptor. Bulletproof, pleanty of power and mods are inexpensive.
My son has ridden his since 2004 when he was 12yrs old. He has just now "outgrown" it. No problems at all, just runs and runs, with routine maintenance.

We ride up there usually camp at Jawbone and kids ride all the time to dove springs. Our daughter (13) rides a 200cc Blaster "two Stroke" loves it. Seems great for her body size 5'4". If I where to get a new quad for her I would get the 450 for sure. As for that area anything can hit the trails. Our little guy has made it across on the 80 with no problem. Get something she can handle in a bad situation, such as when she is pined under it, push it out of a rut, lift up the rear end her self, ect... If you like ease of maintence go two stroke, just have to deal with the restrictions in the summer. Thats ok for us we will just go to PISMO.
I always feel better when the kids ride the two weelers much safer.
Safety first.
