What does this mean when a campground says this? We're new to the scene. Thanks

It means there may be no water, sewer, electric, cable, or telephone, all or any of the forementioned. Most likely none of the above.

No full hookups generally means you get electricity and need to use your own water tank for water and dump station either on the way out of the park to dump your grey and black tanks...
Full Hookups generally mean you get your own water, and dump to go along with the electricity...

In Washington State Parks, for example, a Standard Utility Site is power and water. Full Hookups adds sewer.

Generally...
No nothin' on your site where you are parkin' the rig.
Full hook ups are Water / Electric / Sewer
Will often state there are spigots to get some water to refill at campground, etc.
Usually will have a dump site.

My husband was so disappointed that 'full hookup' didn't necessarily include cable. He felt like he'd been ripped off!

Once you get used to the jargon, it will only take a glance to see if the place you are looking at is right for your style of camping.

It means it might be a good place to camp because there likely won't be many people there!

Our experience has been full hookups is water, electric and sewer. Cable TV a bonus. Partial hookups is water and electric. No hookups is a picnic table :-)

It means none of the sites has the combination: water, electric and sewer.
What facilities they do have, is a guess. I've had combinations of electric only, water only, electric and water, and nothing. I've not yet encountered sewer only, or sewer and water with no electric.
