I didn't have any trouble with the washers, put it together and if it doesn't leak, the washers are in the right place. I don't use a shut off, the Oxygenic shower head only uses 1 1/2 gallons per minute even with it wide open and a water pump capable of putting out 5.7 GPM. How do I know? Try this test, turn the shower on FULL. Use a stop watch and a plastic bucket with measurements on the side. Start the watch and put the shower head in to the bucket. Run it for one minute exactly. After One minute, remove the shower head from the bucket and measure the amount of water in the bucket. Mine was 1 1/2 gallons after one minute. With a 6 gallon hot water heater and tempering the flow with cold water, you should not run out of hot water for probably 10 minutes or more.
Great shower. When I use mine, I turn the hot water all the way on and then add as much cold as I need to get the temperture I want, get in and shower and let it run the whole time. Works for me but might not work for you. I say hook the shower up, Fire up the water heater, when hot, give it a try.
