The Rio Grande Valley's main highway was open to traffic again Tuesday as flooding receded following a deluge of up to 13 inches of rain across southern Texas. According to CNN.

We had hard rains Saturday and again Monday. The area west of Mission toward Rio Grande City was hit hard, maybe as much as 13". That is where most of the flooding occurred. South of Mission, the Military Highway was closed due to high water between Conway and Bryan roads. So far we haven't had any rain today.
