Thanks for all the great suggestions. Unfortunately I can't seem to find anything obvious. Checked all the boots - seem tight and in tact, brake linkage looks like it is in the disengaged position - looks to be hydraulic - didn't find any leaks in the lines.
The exhaust linkage/valve appears to be all the way compressed or relaxed position. Can't see inside the housing but it looks as though it would be in the open position.
Not sure about the fuel filter- have no idea where it's located.
On my way to visit the local Cummings service center (Cummings Northwest).

I have had similar symptoms (but w/ check engine light) with clogged fuel filters on a 2006 ISL.

My '05 Caterpillar C7 will slow down just like that if its computer detects something wrong. In your case, if nothing is obviously wrong, it may be just a bad sensor. Just an experienced guess.

Quick update.
Took the MH to Cummins Northwest in Pendleton, OR where they checked for error codes but didn't find any. It's been a few days and a few hundred miles now and the problem hasn't reoccurred. Mechanic had no idea what the cause could be other than the same possibilities mentioned here. At this point his advice was wait until it gets worse so we can find the problem. Not comforting but, I'm used to it by now with this rig.
Besides I've got to turn my attention to another issue (they seem never-ending).

I assume that engine is an ISC. I had a similar problem and found a Cummins dealer. It turned out to be a sensor which regulates the fuel flow. When it fails it only provides enough fuel to keep you going. the mechanic diagnosed it on his plug in module. the part was less than $20 plus an hour labor. The only difference is that my orange check engine light came on. Hope this helps.

If the exhaust brake had stuck closed you would be pouring copious amounts of black smoke out the exhaust when trying to accelerate.
