Pismo Beach and adjoining Oceano is open to dogs and is a nice beach for them to run, swim and play.
Also you may want to consider Rincon Beach. This is a Ventura County beach where RV's can park right along the ocean. You can have campfires, and you can have dogs. It is about a four mile stretch of the old hwy. 101 (still open but the newer Freeway 101, a little inland, has replaced it with all the traffic.
The down side for some may be that when I last used Rincon was about two years ago (and I have been there a number of times over the years), it was $24.00 per night and it is all dry-camping. There are no hook-ups, just an assigned space along the beach just north of Ventura. Nice sunsets and lots of space for the dog to run and play. And not to mention the Pacific Ocean right outside your door.

Don't blame the Californians, instead blame the U.S. Fish and Wildlife Service and the snowy plover for many of the restricted beaches. Oregon does also have beaches that are off limits for the same reason.

To me, its common sense to be considerate to others and the environment when you take your dog out to run and exercise.
It's been my experience, as a camp host in the WA park system that too many dog owners are contemptuous of dog rules and will be contemptuous of those who point the rules out to them.

Carmel Beach allows dogs off leash so long as the owner is near the dog. SeaCliff Beach near Santa Cruz allows dogs on leash.

The best beach in this part of California is in Carmel. Since you're going to Santa Cruz, you might as well go a few miles further and go to Carmel. The beach is at the end of Ocean Avenue and is dog friendly. Just make sure you pick up any accidents. They actually have volunteers that walk the beach with scoopers but we don't want to ruin a good thing.
There's another beach in Half Moon Bay that's dog friendly, but I couldn't give you the name if my life depended on it. It's about 4 miles north of Hiway 92. You have to walk about a half a mile to get to it. If you go there, go to the southern most area of the beach.
Stay away from the Light House Beach in Santa Cruz. The last time we were there my Bouv got some real bad ecoli and it took about a week to get him well.
If you PM me I may be able to find the beach in Half Moon Bay.

I have lived in Ca. for 65 years and had dogs for about 60 of those years and I very rarely have been to a beach that prohibits dogs. Most require leashs but very very few ban dogs. Thjey are also welcome in all state park camp grounds.

I have never seen anyone written up for either but that doesn't change the posted rules.

In the Ocean Beach area of San Diego you can take your pooch to Dog Beach where she will find plenty of playmates. Dog Beach is an off leash area. Carmel CA is a dog friendly town too where the dogs are free to roam the beaches off leash.

No worries about Jalama as long as your dog(s) are not a nuisance to others! We have camped there for a number of years and I have to say if you want to get away from it all, Jalama is the place to be.
We have 2 Akitas that absolutely love the water and running the beach. Always carry a leash with you, but I have not seen anyone ever cited.
Remember also that proof a rabies will be required and the most important thing is they do not take reservations...first come, first served. Make sure you get on the "list" when you arrive and DO NOT miss the meeting in the afternoon or you will be SOL!
