It could go either way, although parked in a parking lot, you,re still in control of the vehicle and the officer would have no way of knowing whether you will be continuing your travel after a brief rest.
If you're in an RV park, it's pretty obvious you're there in for an overnight so there should be no issue.
Personally I wouldn't be drinking under those circumstances, however it's your choice.
Should the scenario you describe play out, then you'll have deal with whatever consequence arises.

I think if you show intent that you are not driving, blinds drawn, jacks down, and your not sitting in the driver seat with keys in reach, then they (police) would have to draw the conclusion that you are not driving, and don't show intent on driving, thus could not initiate any tests.

O/P.. GOOD question.. My personal answer is no (But that has nothing to do with the law and everything to do with the taste of booze.. I don't like the stuff)
While I'm not sure of the laws as they apply to private parking lots (Wall Mart lot is private) and of course laws vary from place to place.. I would suggest caution. Jacks down in a proper campground I'd think of the "HOME" part more than the "MOTOR" part, but in a parking lot I'd be inclined to think "Motor" and I do know people (Several in several states) who have been arrested for OUIL in a parking lot even though the car was in PARK and in some cases the engine was not even running.
Most folks think DWI (Driving while intox) or Driving while drinking, however in many states the law does not say Driving, it says OPERATING.. and Operating can be as simple as unlocking the passenger side door on a car (Opening the door is, usually, allowed, but unlocking it can get you busted)
Open intox in a motor vehicle also does not require the engine be running.
However.. On that one I'm not sure if the parking lot makes a difference.
Personally though, for reasons stated I stick with coffee

Hmmmmmmmm found drunk in a Walmart parking lot. Don't think I'd want that on my personal resume. It would probably depend on the policeman and the situation and the attitude. Arrested is arrested right or wrong , the courts sort it out later. I'd stick to campgrounds if I was a drinking person.

I would say no problem drinking as for traffic laws however there is probably a policy of these retail locations that state no alcohol consumption on the property.
I would also bet most cities have an ordinance stating the same. Then it would be up to the officer to decide how much of a PITA you are.

If I am in a marginal situation, like someone else's parking lot, I prefer to have all my faculties working at 100%.
I don't mind a little impairment when parked in traditional sites.
