We camp at State and COE campgrounds in Alabama and have had no problems. Many times our friends come with us and we have 5 dogs between all of us at one site! In general we keep them either leashed or on a runner. I have found that if your dogs stay close to you and obey very well most people overlook the leash rules too - the spirit of the law is that your dogs aren't running willy nilly all over the park.

We also pick up after the dogs except for in the underbrush (excluding footpaths and their vicinity).

My biggest problems is parks on lakes and on the coast - people can be so asinine about keeping dogs off the beaches. You have to crawl through the bush to get to a decent spot to let the dogs swim.

Our experience has been that *some* RV Parks have places where you can run your dog offleash. The trick to finding these places is to talk to the manager, thank them for being a dog-friendly place...LOL! ..then asking if they have a little corner or spot away from the campground where you can run your dog for a bit?

Sometimes, RV Parks who offer large fields for RV Rallies will let you run your dog out there, assuming there aren't campers using it.

Dogs are not allowed on a lot of trails on federal and state lands.

From a campground / rv park owner: Leash law is, in my option, just as important as picking up after your pet. Leash protects you as the owner as well as the owner of the campground in case of any incident with your pet. Picking up after the pet is just the sanitary thing to do. We have asked customers to leave who do not pick up after their pet or do not put their pet on a leash. We do know of a park owner who lost his park because of a dog biting incident. The dog was NOT on a leash. And the park owner did not enforce his leash law. As far as the breeds are concerned: many insurance companies ban certain breeds as part of their campground policy. Many park owners realize it is not the breed, but the owner who may actually be the problem. We have "solved" this problem by putting the "banned breeds" in selected back in sites where there is less likelihood of someone walking by to have a problem. Not the best solution, but why should we ban good customers who have well behaved "banned breeds"?

Just a little nitpicky footnote to your post:

Leash laws are enforced by the local government. Campground owners/managers can enforce their rules but cannot make "laws". If one looks upon their rules as law then perhaps that could be the start of a problem.

their rules are the law in their park.
I note on the KOA web site that they show some parks that are dog friendly.

Each campground is different. Some do not allow dogs at all so check before making that reservation. All the parks that I have stayed at ask that you keep your dog on a leash. I think this is a good rule regardless of how well behaved the dog is. All parks have a "Pick up after you dog rule" another good rule regardless of how small the droppings are. Some parks have a fenced in off leash area. Taz loves those parks. One of our favorite parks, Fort DeSoto park in St. Petersburg, has a nice big dog park right down the road with a connected dog beach. Taz really likes that one. Some parks have restrictions on what breeds are allowed and others have size restriction. So as you see, call ahead just to be safe.

We use the Trailer Life Campground Directory and have never had a problem. Those campgrounds that disallow pets are listed as are restrictions as to size and breed. I would simply get a current Directory and let that be your guide. I have never seen an organized campground--public or private that did not have the leash rule--which really benefits your pet more than the neighbors or other campers--loose dogs can get into serious trouble.
That said, I have been in plenty of campgrounds where open areas abut the camp sites and you can let your dog exercise. Enclosed dog parks are rare but when they exist, they can be fun for the dogs and the owners.
We often look for cities and towns close to the campgrounds that have dog parks (and they are getting more common)and will take our dogs there for play and socialization--Lake Havasu comes to mind as providing one of the nicest dog parks we have visited.
So long as your dogs are quiet and well mannered, they really don't restrict you that much as campers.

We have two female standard poodles who are with us when traveling/camping and have never been denied access to a campground. Yes, there are some trails in various forest lands where dogs are not allowed but they are few and far between. Leash laws are a given no matter where you are. When boondocking our girls are off leash because they don't stray and aren't a bother to anyone. In areas where we are likely to meet other people, they are on leash and actually prefer it that way.

We stay at a lot of KOA parks and have never had a problem with bringing our Pet. Some KOA's have a fenced areas for off leash play.
