YUP!
I have had several dogs AND horses over the years that lived and breathed to eat! No mater how much you gave them they went ape over food. And anyone viewing them eating would think they were starving. Which was nothing further than the truth.
IMHO it is certainly not anything that needs quick fixes, whisperers, or special training. They are what they are and it certainly is not harmful to them. Dogs range from nibblers to dogs that whoof down their food like there is no tomorrow! Not much different than humans.
The one I have now is the worst. What I did was break up her normal amount of food, and spread it out through out the day so she 'felt' she was getting more. Albeit it does not change her attitude towards food, where she gets so excited you think she's going to spontaneously combust right before your eyes at feeding time.
To avoid choking with the 'whoofer of food' type dog. Put a big rock or hard rubber kong in the middle of the bowl.....it slows them down...'a little'. 
BTW: what brand food is the dog being fed?
