OK, friend of mine has a 2004 2500 Dodge with the Hemi, and he has lost the turn signal and brake light on the 7-way RV connector. He has checked the harness at the bumper, and it is dead also (not just the 7-way RV). His truck's lights work fine. He has checked every fuse under the hood without finding any issues.
I've read about the 2006 models using a computer to act as a circuit breaker, which resets a limited amount of time. But that should not be the case here...I was under the impression the 2003-2005 models used fuses and a relay to protect the truck's wiring from a trailer misconnection.
Any insight on this?

Check the fuse box. There should be separate fuses for the trailer harness. If it is not a factory harness, the trouble may be where the wire from the plug attaches to the truck wiring harness or the wire in the plug has become detached.

Check those fuses again. If you already haven't done this, use an ohm meter and test each fuse. Sometimes the fuse may look like it's ok, but it's not.
My GMC did this, and I checked each fuse visibly and didn't see a thing. But, when I tested them with an ohm meter, I found a blown fuse.
ALSO...one some autos, there are fuses under the hood, and fuses inside the cab. Check them both with the ohm meter.
If that doesn't do it, a dealer may be required. It could be something else that could lead to other troubles...or even a fire.
If I don't meet your expectations
Maybe you should lower your standards.

The fuses that work the trailer plug are under the hood left fender well. May be two per function. Some rigs also have relay in same location.

We have already checked all the fuses, including the one's under the hood. They are all fine, and yes, there are multiples that perform the same task. But all are good.

It has been a couple of years since I had this exact same problem. I have the same year model truck as you except it is a diesel.
I don't have the wiring diagrams handy at this time, but the turn signals on the 7 way plug do not use a fuse you can replace. They use a relay that is built on to the circuit board mounted under the fuse panel located at the left front fender. I assume this is where you have been checking for blown fuses.
This ranks up there as one of the most stupid things Dodge did with these trucks. The end result is you have to replace the entire fuse panel and circuit board which comes as 1 assembly from Dodge. I think I seem to remember the parts cost being about a $175 at the time.
After I replaced the panel/board I put an inline fuse on each turn signal circuit, at the rear of the truck, near where the wiring harness connects to the 7 way plug. So far, no more blown fuses or relays on either turn signal curcuit.
I know this is not what you wanted to hear, but hope it helps. If you go to any of the Dodge Cummins sites and research this problem you will see that it has actually occured a number of times. BTW, you can order a service manual on CD from Geno's Garage for the Dodge trucks. This manual is priceless when you are trying to trouble shoot a problem.

I had heard there might be a bad relay of sorts...I can only assume he has a short in his trailer harness that caused it...
I already have the manuals...actually downloaded the free from one of the dodge sites...I have an 04.5 Dodge 600CTD myself...

Locate the relay under the hood for the bad indication. Find the one for the opposite side and swap them out and see if problem moves.
The coils go bad in these small relays. It may not be a problem in the harness.

If its the relays I think he is talking about, they are part of the circuit board (soldered onto it).

The only way to fix this problem is to get a new circuit board/fuse panel from Dodge.
The truck's wiring is fine. If you had a problem with the harness between the fuse panel and the 7 way plug you would have several other problems occuring as it is all contained in 1 large cable that runs to the back on the truck through at least 4 connectors. I know because I tested the left turn wires through each connector on the wiring diagram to isolate it back to the fuse panel/circuit board.
There are no external relays that can be swapped. As I said this was a dumb solution for Dodge to implement
Too bad it is not covered under the 7/70 power train warrenty since the 3/36 has expired.
