I actually answered my own question - maybe you can verify if I am stating what I learned accurately.
According to Verizon, you can have any additional service turned on and turned off on request for a pro-rated charge, including tethering.
What you do is call #611, ask to have tethering turned on, and you will be charged a daily fee of about $2 per day (the $59.99 monthly fee divided by the number of days in the month) - so if you dial #611, have it turned on today, call #611 in 2 days and have it turned off, you will be billed around $4 on your next bill.
Again, I was told the monthly fee for tethering is otherwise the same as broadband access, $59.99/mo.

That's not a completely accurate statement. Although it is true Verizon charges $60/mo for their BA service, you can pay a daily rate of $2 if you only need to use the service for a few days. I do this all the time and it works very well for my needs.
Can you tell us how you do that? Do you tether or use a data card?
It would be nice if Verizon offered a clearly written policy somewhere. Very frustrating!

I saw that post too, but the "official" Verizon website says that mobile broadband is still $59.99 for 5mb. They (Verizon) told me on the phone that the cost is the same for tethering. I have been unable to find any actual Verizon site that says otherwise. I can not find a cite in the post either. I hope it is true, but I have been unable to get confirmation from Verizon. Perhaps I talked to an uninformed rep...?

There are ways to tether your phone without paying the $59.99 monthly fee which are well documented on various phone hacking sites, however this will violate your Verizon user agreement. I have read that they can, and do, look for this on your line, so you will likely eventually get caught - most of the hacker sites include this caveat.
The recommendation I got from Verizon is to get the USB broadband device since it is generally free these days with new data access ($59.99) signup, and skip tying up your phone with the tether.
