I would go with the equilizer hitch still, and if your 09 has the tow package (7 pin factory conn.) and is a 5.4L, 4x4, you can order the factory brake controller,(TBC), install it and have it programmed in, and it will work with the factory sway control.

RE: F350 w/6.0 PSD expectations??
If you haven't changed your fuel filter(s) for a while, try changing those first. They are a very fine micron filter and can plug pretty quickly,(10-20k). The fuel pump might also be laying down, and is not good for the injectors. The Turbo may be sticking, as others have suggested, but it should throw a cel on.
