Do you think it might have something to do with hitting a water or electrical line? I know they should be deeper but I'm sure some are not.

It probably has more to do with people digging up the landscaping. Think about it. You dig a ditch around your camper tonight then leave tomorrow morning. Tomorrow afternoon another camper pulls in and he ditches around his camper. Now there are 2 ditches. That guy pulls out and another camper pulls in and ditches around his camper. Now there are 3 ditches and all the loose dirt. By the end of the month that same campsite will be all dug up, lots of loose dirt, unlevel ground due to the ditching, and when the rains come it turns into standing water and mud.

Too funny! It never had anything to do with RV's, or utility lines, it's ditching around tents!

Scout outdoor training prohibits digging rain ditches.
It did not in 1947.
He just didn't know you meant THAT old..LOL.. I remember setting up longer term and bad weather TENT sites with ditching and saving the sod to put on the tent side of the trench to "replace the divot" and that was in the late 50's.

Scout training in 2005 didn't prohibit it either. It just says to put the dirt back. Ditching can be a life-saving technique. You can't always pick a site that drains naturally. One of the fastest ways to hypothermia is being wet.
Life is too short to spend it all in one place!
