Don't know where in NJ you might be looking, but there are several state parks in central/south Jersey that have large, mostly private sites. (Lebanon State Forest, Bass River State Forest just to name 2). They have designated sites.
Here's the internet site for NJ state forest camping:

Really anywher in Jersey is good. I know of bass river I stay in Tuckerton at the Atlantic City North Family Campground. We have a 40 ft tt there it stays there and we live there usually all summer. Bass River is a stones throw away. I'll have to check out Lebanon, Also i know about Bodine Field. $2 a night with permit from the state. It's primitive almost everyhting I want except it's about 70 ft from the road not very backwoods feel.

A topo map of Washington Township will show several riverside spots where you are more or less at a private beach with your campsite. A vehicle with decent ground clearance will get you there, many of these spots are no more than a mile off the main road. Please take your trash out with you, we've removed trash from other campers who chose not to and it really takes away from the beauty.
