A lot of it has to do with never learning how they work.
I'll bet that's the most common reason.

One thing you can be relatively confident about, a refurb will have be subjected to additional testing. Given the huge discounts, the companies really do not want to have to ship replacements or do warranty work.

Can you say "Lost Satellite Signal"? Even on a sunny day??

There are many things that effect reception of GPS signals, but rain/shine isn't one of them. Trees are a big problem.

Just read these GPS forums. There are so many instances of "My GPS doesn't do, Can't do, always does" and in nearly all cases they are incorrect. I believe the correct term is "Operator malfunction" but what the heck, if everyone knew how things worked, we wouldn't need these forums.

Why they neede refurbishing may be nothing more than the prior owner did not like it and traded it in on an upgrade. Or it may have been major damage

What's wrong with it now... Likely nothing, in fact unlike a "new in the box" this one has actually been put on a bench and tested to insure it works.

The problem with refurbished units is that sometimes, they just don't work quite right...

The bonus to refurbished units is that they have been repaired and most of them operated just as new and have probably undergone more testing than an original new would have.

In many cases the refurbished units have a year-old map database and they don't include a free upgrade as do the new units.

These are for the most part just opened box returns. How can they sell an opened box return? Call it refurbished. I have bought many refurbished GPS units and cameras and not once had a problem and they carry same warranty so it is great deal
